How do I contact Ebay about being scammed during this pandemic?

I bought 3 items that were around $200 each on April 10th from a seller in China with over 600 feedbacks and 99% positive. Looked like a good trustworthy seller. The feedbacks looked very much legit too and showed what the items sold were. Well, apparently, as they do sometimes, the account holder sold his account to scammers. The last 2 of those purchases has not moved at all since I paid and still just says "Shipping data received" though it has been 18 days. Seller won't respond to my messages, and when I checked his feedback last night I saw that over the last 2 weeks he has gotten 18 negative feedbacks saying the seller is a scammer and only sent a Lego brick. 

Clearly I got scammed. 

I'm not going to try to do anything about the first purchase from that seller, which I made a day or two before the other 2, because it is still in transit, Lego brick or not. The other 2 though, considering the lack of response, new feedback, and no movement, is me being scammed and having to wait until the expected latest delivery date in JUNE to get ebay to step in and get my money back. 

The ebay customer service number does not let me talk to a person. I would hope that the evidence is clear enough that I could get a refund soon for those 2 scam purchases rather than waiting so long if I could just talk to an ebay rep and point out the issue. Going through the labyrinth of help pages trying to get info on how to contact a person to speak to has been useless. Anyone know what I can do here? How to contact a rep to try and get this resolved sooner than June?

There is no way to get it resolved before that estimated delivery date in June,talking to Ebay wouldnt help,Ebay would just say the seller may have shipped the item....thats always the problem with international shipments.

P.S., sellers cannot sell their accounts, maybe your seller got sick..or his account was hacked.

Yes, open PayPal disputes http://paypal.com/disputes on each of those 2 scam purchases now, then go back and escalate the disputes immediately to get your $200 refunds, instead of waiting/wasting around at eBay for JUNE.

Dont forget to report that seller or it will take Ebay longer to do something about them. Non reporters are who allows dishonest buyer AND sellers to remain on Ebay, not Ebay. Ebay cant know or do anything about these types unless its brought to their attention. The reps that handle disputes may not be ones who has the authority to handle reports, so always, ALWAYS report a buyer/seller who pulls dishonest stunts so that Ebay is alerted to them.

Until the op doesnt get his item, or receives a Lego brick, he has nothing to report until his estimated June delivery date. Chinese tracking doesnt show up until it reaches this country. And Ebay usually doesnt pay any attention to bad sellers unless scammed buyers report them, if then.

Maybe not directly but what if seller is a company? If another company buys that company and all their assets, it would have just the same effect.

I was told by a Chinese friend who moved to the USA but still deals with friends from china regularly that the reason this happens is usually due to a seller accepting an offer from to buy his account. He said ones with good feedback are valuable to scammers in China. I don't know how bank accounts or paypal work there, but I figured he probably wasn't just talking nonsense.

But won't Paypal take a long time to get me a refund too? Both are marked as shipped, though there has been no movement at all. Sellers account has already been reported many times if his recent feedback is anything to go off. Seems like with that and the lack of movement in the tracking would be enough for me to get a refund through ebay if I spoke to a rep. 

Who knows when those lego bricks will start moving, much less get to me... If I can't get ebay to get to help until June, would paypal get me the refund sooner? Dude seems to have abandoned activity on the account after going full scam mode. If he doesn't reply to a paypal claim maybe I'd get my refund pretty quick...  I don't know.
