I have a debit card which I have used many times for payments. Suddenly, I am getting a "sorry, we can't process your payment" response when I try to check out. There is nothing wrong with the card. I use it every day both in person and online. There are more than enough funds there. My bank shows that there wasn't even an attempt to charge the card. All of the information entered for the card is correct; card number, CVV, address. None of the generic "suggestions" in the customer service email responses apply. How do I get a human to actually look at why their checkout system is broken, and help to get this transaction done ?

If you are getting the message after you login to your PayPal account and it does not mention the card being a problem, then it is likely your temporary internet files and cookie cache need to be cleared out and your device restarted.
The same thing happened to me a few weeks ago when my searching on ebay increased because of sheltering in place. I was amazed at how full my cookie cache was after being on this site for a few hours.
