Resolved! How to make a Second Chance Offer

I am on a iMac Pro. Trying to make a Second Chance Offer on one of my auction items. Cannot figure out how to do that. This is what eBay says... but when I go to "My eBay > Selling> Item listing" there is no Second Chance Offer. What am I doing wrong...

Local Pick Up -- Reject Item if Not As Advertised?

What happens if I buy something for local pickup, get there, and find it's not what was listed (different color that in photos, etc.). Do I just give it back or refuse to take it, then contact ebay for refund?
