Buyer Now not interested

Buyer won the item then sent me a message saying he is no longer interested. I believe the rules indicate he is obligated to pay but I would rather not go that route. How can I simply relist the item?

I'm trying to add my bank account and it keeps telling me the name on the bank account does not match the name on the eBay account but they are both the same name spelled exactly the same way
