USPS delivery to incorrect address

Hi. A seller shipped my item to my correct address that was listed with eBay, however the USPS then, according to my tracking information, delivered it to an address that was NOT mine where an individual then signed for it. Has anyone had this happen...

I was sold a fake watch. I asked the buyer to accept a return. He hemmed and hawed. I asked eBay to help. They escalated, it wasn't resolved, and it was closed. Is there any recourse now? It's totally against the counterfit items policy.

Reseller Purchasing

A buyer has repeatedly purchased from me and had a different shipping address each time. Buyer is paying the stated price, but I am paying the shipping and eBay fees. Is this “reseller” within eBay policy?
