dollar figure does NOT require authentication in order to list on ebay?

I'm asking the buyer to return the item for their refund, but have
searched all over ebay to find where to get a return label so I can
receive the item and then refund them. Where exactly is the return label

Buyer 'bought' item 5 days ago, resent invoice, no reply. Am trying to
cancel order, ebay states use drop-down menu and select 'buyer has not
paid'. When I select the 'cancel order' button there is NO 'buyer has
not paid' reason stated???
Noticed recently in trying to list when adding photos the regular set of
photo edit tools (crop, contrast, sharpen, etc.) are missing? Is there
