I use business policies, and have two different policies set up. One uses priority mail, and I use that for any packages weighing over a pound. The second uses First Class Package, and has an option to upgrade to Priority for $5. I just had a buyer cancel because he couldn't upgrade the shipping to Priority as I told him he would be able to do. I checked the listing, and sure enough, it only shows the First Class Package option. I double checked the shipping policy and it does still have the Priority option, it's just not being applied to the listings.

Apparently eBay removes some more expensive shipping options under certain circumstances when cheaper options show the same estimated delivery date.
This can be most pronounced when sellers look at their own listings using the same shipping location; try changing your shipping location to the other side of the country to see if more options are shown.

As noted, eBay won't show Priority Mail if their estimated delivery date for First Class is the same. It's a ridiculous policy.
You can salvage this transaction by sending the buyer an invoice for his purchase, with the shipping cost increased by $5, then when purchasing your label you can switch from FC to Priority.

I never realized that before. I switched to a different zip code, and the priority option came back. Thank you.

eBay's shipping estimate was for the 12th, and the buyer needs it before that. I'm certain it would get there before then even with Monday being a holiday, but the buyer is going to go by what eBay showed him. In any event, it's an item I sell a lot of so someone else will come along.

I absolutely HATE this policy and think it needs to be removed. We have been complaining about this for months and they are NOT listening! I have customers who wish to upgrade to priority shipping due to first class taking much longer than estimated. I can't even see a way to send them an invoice to upgrade now that we're forced into EMP.

It's a really dumb policy. FCP has a delivery timeframe of 2 to 9 days. Priority is 2 to 3. FCP never gets there in 2 days. In my experience, Priority is on time 99% of the time. The whole reason it's called Priority Mail is because it is prioritized over all other shipping methods (except Express). I think a better policy would be to just show the buyer a notification that upgrading the shipping method may not result in receiving the item any faster. Then it's the buyer's choice if he wants to spend extra money anyway.
