Did you do something like change a site "pass discounts to buyers" setting or similar?
> No.
It's fine in Preview page when revising.

I'm baffled, I can't think of any way to make that happen.

When I change my location to
Alaska (99514), Hawaii (96801), Guam (96913), Palau (96940) or Puerto Rico (00785) your Priority option appears.
It at first glance looks like some horrible reverse re-incarnation of the HATA bug, but the thing that caught my eye is that those locations are not eligible for Fast 'N Free (too far - can't make the 3 day delivery), and all have the same crazy EDDs
FCP option Estimated between Fri. Apr. 5 and Wed. Apr. 10
PM option Estimated between Thu. Apr. 4 and Mon. Apr. 8
Something isn't right.
Can you try something?
Change the handling time on 202474793584 from 1 to to 3 days for a bit.
Then take a look at the listing and see if the Priority option reappears.

eBay quietly puts Guaranteed Delivery on items that qualify whether you are opted in or not if you past shipping performance and chosen shipping options indicate the item will make it in 4? days.
I have a 2 day handling time yet many of my listings get Fast 'N Free and Guaranteed by slapped on them - because I almost always ship same day, and eBay ignores my stated handling time.
It's an eBay policy announced 6 months ago and reiterated by the blues here.

So there is no opt out.
I believe you shipping option issue is related to Fast 'n Free and there is some sort of bug working. That's why I asked you to extend handling time on the one listing to see if that busts it out of Fast 'n Free.
Now that I think about it, you might have to go to 4 or 5 day handling to bust up the Fast 'N Free thing if it is based on historical shipping performance and not just handling+transit.

Changing to 5 day handling time makes them appear, but being back to same day handling time makes them disappear again.

this is happening to my listings also and its not just fast and free also guaranteed delivery is in the mix and also if i am signed in as the seller or not the
seller but at same zip code can provide more details if needed. also fastest shipping choices not shown if it is not the first option in the business rule
was wondering why buyers have not been choosing the most logical ship option

I have an open ticket with eBay about this same issue. I was calling weekly for status updates but the last support person said it could be weeks before its looked at, so I gave up and added just 2 Flat shipping options and that worked for me.
