Scan Form Not Generating - error message repeatedly

Anyone else having difficulty generating a Scan Form using eBay Bulk Shipping Labels?  

I used Bulk Shipping to create 12 shipping labels without issue this morning.  Now it won't let me generate a USPS Scan form.  

Great eBay!  Looks like I'll be standing on line at the local PO Monday while they complain and scan each package and box individually.

It has been months. ebay wont care, they say scan form expires after 8pm. ridiculous

What the heck, ebay?? You seem fine taking but you can't give back a little by resolving one stinking issue??? After all, we are in effect paying for this feature...
