I am not able to send offers to buyers even though I have watchers and items in the "send offer" tab

I send offers then get a notice from ebay saying "one offer not sent" . This is in EVERY item with offers available to be sent. I can send a percentage off discount but not dollar amount offers. Why?? I am not a new seller. This is a new issue.
