I hope the moderator will look at this. A few months ago, i got my 1st negative feedback from a very new eBay buyer. I spoke to chatted with eBay support. They all said this will be removed . It was not removed. I called and chatted again, again they looked at the item and said this will be removed. It was not removed. The buyer admitted buyer made a mistake of 'knowingly' buying an untested item. The negative feedback was not removed. This dropped me from 100% to 99.5%. So moderator and community....Why did an item listed as untested, described it as UNTESTED IN THE TITLE, Described it in the description, and to top it off, the buyer admitted it in the negative feedback left on my account they seen the word UNTESTED in title and description....not get the eBay monitors NOT change this a few months ago? So,...to the ebay executives, supervisors of the monitors, tell me ...what part of UNTESTED did you not understand???? Stop telling me from read eBay vague policy. I did read it. Again, moderator, and supervisor, and ebay executives..."What part of UNTESTED do YOU not understand???

You have to list it as "for parts" if you are not sure it works or have no way of testing it. Untested and listed as "Used" will not work.

There is no one here who can remove FB.
eBay isnt here. This is all buyer and sellers like yourself.
You called CS and they told you what you wanted to hear.
There is nothing in the Negative FB that calls for removal.
FB is the buyers opinion.
Your response to the FB is worse than the FB left by the buyer.
Had you responded calm and professional you could have mitigated some damage.

Looking at that feedback, I'm pretty sure that buyer purchased that, knowing he/she could game the system. Also, if you put the condition as anything OTHER than "for parts, not working" or whatever equivalent for that category, you're hosed no matter what you put in the description or title.
Agreed; your response leaves a lot to be desired.

Cant see the description, but did you mention the condition of the items?
If you just put Not Tested, As Is, it's not enough, you have to describe any defects.

Selling damaged/untested/as-is goods on eBay is a huge gamble for any seller. Since eBay has an iron-clad buyer protection policy, it is virtually assured the buyer will always prevail in any dispute. The Money Back Guarantee overrides all seller terms. It’s like you listed an explosive item. You are surprised it blew everything up?

You won't find any "executives, supervisors," on these forums. As others have noted, the listing needed to contain "for parts not working" to avoid issues.

Unfortunately, you earned that feedback because of the way you listed the item.
I was successful in finding the listing and it was listed in the "video games" category as "good" condition:
https://www.ebay.ca/itm/326350429528
As you can see on ebay's item specifics, the "good condition" item needs to be working. You listed it incorrectly if you wanted to disclaim responsibility for a non-working item. (And even if you'd listed correctly, the buyer still could have filed NAD (not as sdescribed) and won the claim!)

Were you phoning eBay and speaking to whoever answered?
The current online jargon makes Chat a written conversation done online.
The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.
And they are working for a subcontractor in Utah or the Philippines, not directly for eBay.
Here are your options for contacting Ebay Customer Service.
Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

Even though untested, the buyer mentioned, in the negative feedback, that the items were working. It was not VHS or tape cassette. ALL ITEMS ACCORDING TO BUYER THE ITEMS WORKED. Maybe not as good as brand new, but it worked which was a pleasant surprise to me . FYI: I had priced this at a 'take a risk" price. I had about a dozen pics of the product as well. I have another item on eBay listed as "parts only" . If someone plugged in the appliance and said it was not working, should that person leave negative feedback? I hope an eBay executive on the board secretly views community portal and ask questions to supervisors and managers . YES I did mention I read policy several times and what is written and what inaction was done is the issue . Thanks for your response and hope you have the ear of someone higher up.

The items had normal wear and tear ...and according to buyer still worked. What this issue was the buyer may have been expecting 'new or like new' , which this was not. also, up to 4 ebay support said they will reverse this in 24 hours after they ( ebay support) files a form. 4 people said this will be removed but someone did not agree. I appreciate your comment and hope the added info helps you understand.

eBay does not have a "buy at your own risk" category.

Selling the item as 'untested', is the same as buying 'as is' on Ebay. There is no such thing. You are supposed to know your items condition before you list it. As mentioned, the phone drones will tell you what you want to hear so they can get on to the next call. That fb doesnt qualify as removable anyway.

I disagree with you . The item was not a VHS but Iets say it was a VHS from the 70's or 80"s . We all know that used 40 year old VHS tapes are not as sharp as new unused VHS tape. tape becomes deteriorates , demagnetizes and other age and wear related issues. I dont see sellers selling 40 + year old used VHS or Cassette tapes selling them as "parts only" Should sellers sell 40 year old used VHS as "parts only" ?

Apples and oranges.
