I had a buyer ask me to cal him in his first message sent. I told him that's against the rules and didn't respond after that.
2 weeks later I get a warning from eBay... here's the screenshot.
If another memeber decides to do this will I get another warning or possibly a ban for something I didn't do?

Wow, what a horrid policy. If I was just a buyer here and received a notice like that from ebay when I asked a seller a question, I would never come back here again. How rude!
Glad you did find a way to be in contact with your friend again, Vivian. That you were on ebay and that is how she found you and then were penalized for wanting to speak to a long lost friend is well...disgusting, ebay, sick sick sick.

Yes, and my question about how eBay now wants us to ship exchange replacements before the original is returned was ignored and goes hand in had with the slogan....

Early on, Ebay encouraged you to call your buyer, or seller, if there was an issue.
I prefer not to call, but I bought an item that hadn't come. So I called. Long story short, it took more than one call, and while I did talk to the person, the item did not come because she was not shipping it, and it wasn't because there anything wrong with it or seller couldn't part with it.
I did get the item some time down the road when they sanctioned her account for not sending it when she was paid. I learned, don't waste your time and money.
No free long distance back then.

Make them do all the work and give them warnings and restrictions for stuff they didn't do?
Isn't there a way to send a buyer an offer (like best offer) when they ask a question? I had the option pop up to send someone an offer that sent a question. (I did it, but they didn't buy.)

Yes, there is. This was just added this year. When a buyer sends a question, the seller has the option to add an offer to that first response that they send.
It is on the message, first one back to the buyer, and only on that one, though.

Look for this to start getting sellers restricted and banned sometime right around or after November 15th.

OP~~I don't really like bringing up old stuff but you posted back the end of September about getting in trouble because someone asked YOUR contact info including your phone number & all your contact info and you replied to them that you could answer their questions "here". You got in trouble for telling them you could answer all their questions regarding your contact info. Is this problem related to that or is this a whole new problem of someone giving you their contact info?

Sellers can't say anything bad in feedback because it might discourage buyers. Sellers can't say anything negative in a description because it might discourage buyers. Ebay however, thinks it's perfectly acceptable to threaten a potential buyer with suspension for asking an innocent question.
What are they smoking?
