If I have a Buyer who wants to buy something specific from me, and I want to create a listing just for him, where no other members see it, how do I go about doing that. I just wnt to create the listing and send him the link so he alone can purchase it. Can this be done?

Just create the listing with a huge price and best offer........then send him the link & the price you agreed on and tell him to make an offer in that amount and you will accept it.........

I get this quite often because frequent buyers will ask things like "I see you listing those WIDGETS, do you have any green ones".
I always title these as "Custom listing for USERNAME". And then in the first sentence I say, this is a custom lot as agreed for user USERNAME, this will not ship to any other user.
I then give no other description, but still include all the photos.
I have never had the problem of someone else buying the item first.

List the item at an unrealistic high price with Best Offer. This discourages any other buyer from purchasing. Then give your buyer the listing number and tell them to make an offer at the agreed price. You will accept it. Then he pays and you take it from there.

I basically do the same thing except I don't use the username on the new listing, just a number code (6 digits that match the date).
I've always felt that no other buyer is going to be interested in the items(s) (usually it's a bunch of items) and unless they are browsing my listings they are never going to see it.
9 times out of 10 the intended buyer clicks the buy button well before the listing would even show up in search.

I don't agree with showing the intended buyer's ID. It could open that person to harassment, solicitations to buy it, etc. (This is part of the reason why ebay anonymizes buyer IDs.)

One other thing I forgot to mention. You might want to make the custom listing "Private" that way anyone looking at your feedback will not be able to see the original listing page or the Title.

I just change the title to "Private listing for (name)". Never has an issue.

I will tell the customer to buy a certain item I have listed in Buy it Now and have like 10 of. Then just send them the widget they wanted.

How would that work?
Would you not have to have the price that was agreed upon on that listing, not to mention if you did not know the buyer very well you are lining yourself up for SNAD claim, if they were so inclined.

@jtdialerman I create the listing with the title 'Private Listing' which will make it highly unlikely to show up on a search. I won't make it live until my buyer advises me they are ready to pay, and then I send them the item number.

I did this once. I just used a regular listing with the agreed price. I put enough details in the ad so it was clear what the buyer was getting. I wanted to make sure there was no debate later about what was included. I added only a single picture and no item specifics to minimize the likelihood it would come up in any organic searches. It didn't work out for me because the buyer was unreasonably demanding even after purchase and so I cancelled the order at his request. In retrospect, I like the idea of using a high price with a best offer feature to further reduce the chance that an interloper buys it.
