Refund and Feedback question

If I accidentally sent out the wrong product and because I no longer had the correct product I refunded the Buyer and apologized. My question is this: Can a Buyer leave negative feedback if I have refunded his money?

No Reserve but seller felt the bids were'mt high enough - Now won't ship - refund & relist

This has happened to me a couple of times now. Seller starts his opening bid low with No Reserve. He expects the item to close at a higher final bid, however I win the item with a reasonable price, but obviously not high enough for the sellers liking...
