Is there a way to change store URL?

Cancelled item still takes up my monthly allowance, preventing me from listing it again.

I sold an item but the buyer actually had no intention of purchasing it. So I cancelled it and deleted it. But on my monthly allowance it still says that its being sold. I would like to relist this item but my monthly allowance wouldn't allow me to.
