I left negative comment and a negative rating for a buyer who did not pay AFTER I cancelled the transaction per the policy and AFTER eBay requested the feedback.
I did not violate policy as others originally stated by some in the "now deleted" post. My rating matched the comments. The buyer did not ask me to modify the comment nor the rating.
The user had other feedback that was similar (negative comments but a positive rating) so there is obviously something off. They only had 3 feedbacks - all negative comments but 100% positive rating.
Unfortunately, I was not able to see the feedback prior to sending out an offer since I am not able to see who is a watcher on an item.
Has anyone seen this before?

I was able to leave feedback and no, it was not the "pop up" window for eBay asking me to leave feedback for them.
I immediately closed it and continued to leave the feedback that including a star rating and the text field for the comment. I've never had a buyer not pay so I can't compare this experience to any previous experiences.
I learned about blocking a buyer so yesterday, I went to look up the user name - looked at the feedback and thought it was strange to see the 100% positive rating and then came here to see what might have happened. I proceed to block them.

If there was a star rating to be chosen, what was it for? The only star ratings that can be given are for description, shipping cost, shipping speed and communication. How could you possibly rate a buyer’s shipping cost or speed?

It was only one option for the star rating specifically for the user.
And underneath, a field for comments.
This was NOT the eBay feedback pop up.
And this wasn't the "normal" screen where as a seller, you can leave feedback such as "custom" or "stored feedback".
In a way, I was surprised but left the feedback. If there was some type of policy violation, it would be really weird for eBay to allow the star rating. I'm going to guess that it was possible I somehow, landed on an outdate page or something odd to that affect. NO clue but I know what I saw and did.

There's no rudeness from anyone. What you are claiming to have done is NOT what you actually did.
What you left was a negative comment with a positive (green) rating.

I dunno. Back in the day this person would also be referred to as the NPB (non paying bidder). But I’m kinda liking the new term “person that did not pay.” Sounds like what they used to call Voldemort. 🙂

Just curious, what description did you see next to the star rating you saw when leaving feedback? You know how eBay gives details or a small explanation of what each line item means. Did you see any of that next to the stars when leaving the buyer the feedback? Like what I circled below.

That used to be true, but the policy changed a couple of years ago. Sellers can leave feedback for buyers even after canceling based on "Buyer didn't pay." But as noted throughout this thread, sellers can only leave positive ratings for buyers.
Haha. What a weird policy change. What was eBay’s logic for this?
“Okay [seller], your buyer didn’t pay you after they won so you didn’t get your money and you’ll have to relist the item again to sell. We’ve cancelled the transaction and gave the buyer a payment strike which may affect their ability to buy or bid in the future. We see that you’ve already added this buyer to your blocked list as to not let history repeat itself. Also the buyer won’t be able to leave any feedback for you for fear of any retaliatory or disgruntled feedback they may leave since they got a payment strike from your sale. And as you know buyers cannot receive any negative feedback, only positive. Up until recently you weren’t able to leave the strike-issued buyer feedback as well, but we’ve changed that and now you can. So how’s about leaving the buyer a positive feedback, okay?”

Maybe there is some new ongoing trial aimed at non paying bidders.
Who knows? There seems to be different tests and trials going on every other day.

I didn't see it mentioned so I'll add my two cents here. A customer made a mistake and won an auction I had. Afterwards, he apologized, said he already had it would I please cancel the sale. Since he was the only bidder, I said okay and relisted it. I found it odd however, that he was able to give me feedback on the transaction and gave me a positive FB and said something like "Went great, let me cancel the order". I thought that was interesting he was given that opportunity.

That buyer was able to leave feedback because you canceled based on "Buyer requested" rather than on "Buyer hasn't paid."

Unfortunately, you, as a seller, must have skipped some part of the rules for eBay sellers when you read the instructions.
Sellers are not ever allowed to leave negative FB for buyers. That's why the negative you left had a green positive donut beside it.
If the buyer had received other negatives, then apparently the buyer, for some reason, did not ask eBay to remove them.
The buyer probably contacted eBay and reported that negative and that's why it was removed. And you possibly received a defect.
What makes you think you did not violate policy?

The message from eBay requesting that you leave feedback is automated.
Not sure why you felt you were compelled to leave a negative for a buyer.

If you cancelled the transaction using the reason "buyer didn't pay", you still are not allowed to leave negative FB for the buyer.
