I will be downsizing my store from premium to basic & I may even just go month to month, Questions are will i lose my banner?, & I currently have around 1800 listings, will i be charged for listings over 1000, Or will things pretty much stay the same ??, What will change?

If it was with eBay International Standard Delivery then you were protected against packages lost during international transit in the form of up to $100 insurance coverage, which means you refund the buyer and file the PIP insurance claim. Assuming that's the service you used, the miss was not filing the insurance claim.
At this point it's too late to do anything, but throwing the info out there in case it's helpful to anybody.

Oh, so you are saying that they should always be able to put their best plan forward first. And if they don't, then they shouldn't put out a plan at all???? So no one should improve upon any plan even if they can?
Look, do what you want. Believe what is right for you. We've given you the information. That is all we can do. If you don't like it for some reason you can always dream up issues.

I've been collecting Hot Wheels for close to 40 years. Your prices are high. If you don't know the hobby you need to research prices. Once a collector is drawn to your sales page and sees the higher prices, they won't usually come back. I wouldn't. Most common cars go for $1 or $2. The Hot Wheels market is real hard if you don't know what's hot and what's not. The right HW at the right price will sell very quickly. Do the research.

I was thinking the same thing. I wish I knew before posting what was actually wanted. Some want facts/help, some only want to hear from people agreeing with them and others just want a hug. Maybe require emojis to be added to the titles like books, holding hands or hugging figures.

Clearly I agree with you. This poster doesn't seem to really want help or suggestions on how to make their Ebay business better because they are set in their ways of running their little business with no intention to change anything except maybe their store level. Which was likely something they should have done back when Ebay changed the structure of stores.
A couple years ago [or whenever it was] that Ebay gave Stores the extra 10,000 listings in certain categories, they also gave sellers a 30 day period in which they could change their Store level without any penalty fees if the seller had a subscription. That was when I dropped from a Premium store to a Basic store. Lots of us did that and we saved some real money doing that.
But everything that has been suggested to the Op has also been rejected by the OP for one reason or another.

I did not reject anyone or any suggestions, I am considering everything that was put forth, But not one was a complete best answer except for the one I chose, Are we now being scrutinized on what we choose ?, Are our feelings hurt that you or someone else wasn't picked, I wanted to end this post, I have got all the Info. i want or need & will consider all, Thanks to most everyone for their input!

The solution you selected is simply emotional one and doesn't even remotely come close to answering your original questions.

Good luck in whatever you decide. Consumer spending is up as is confidence - also the holiday season is rolling in. If you truly want to kick start sales, you have to sell, so start running some Christmas specials - you want people to come and look at your stuff and that's the way to do it.
Think like a retailer, not like a collector.

Honest answer, I would not like to expand to another platform, I have not seen the greatest reviews for other platforms, & I do not need more headaches than what is already here.

Well, keep an open mind about that for future. I have never, since 1999, sold on only one platform (I'd been selling on two or three other platforms before even starting here in 2001). Yeah, there are some bumps, but got to get out into the big wide world sometime, and demographics are really shifting amongst various popular platforms, including this one. You don't want to find that your market has gone elsewhere, or at least spread its net.
