Trying to issue a refund.
I have no "Available funds" in my Ebay account.
I have my credit card on file confirmed as my "Preferred for selling costs" under my account Page.
When I try to issue the refund my card does not show up to click on, it keeps telling me to "add payment method". So I re-add the same card, get a confirmation, but again it does not show up as an option to issue the refund. I try a different card... same thing.

I fund refunds with my card all the time.

Same reason that 'feedback is removed for these xyz reasons but then the 'people' or 'bot' that is in charge of removing feedback for that VARY reason- doens't.
Same reason that new seller are told how 'easy it is to sell, just point, shoot and list' and then LATER they cannot get their $$ because of 30 day holds, because of this and that.....
There have been 100's of threads started about peoples bank accounts going in the neg and being charged 'bounce fees' because of these type returns.
Returns for a Seller is NOT for 'return refunds'.
Not sure what all that has to do with adding a credit/debit card to cover refunds and fee's?

Everyone is getting a little confused here. From my dealing with eBay over the years this is what I have been told. Credit card and Debit cards are two different forms of paymnent.
As a Buyer can have a Credit Card on file and you can make purchases from it but you can not give refunds back to a Buyer with it. eBay does not allow refunds to a thrid party credit card company.
As a Seller you can have a Debit Card on file which is tied to a Checking Account or Savings Account that you can pay for purchases and and also can be used as a backup to give refunds to a Buyer out of if you don't have enough available funds. Normally it is the same account that eBay depsits your payout into.

Thanks, but I don't need etiquette lessons from strangers (or anyone else for that matter). I'm also one of the people who give of my time to help others now and then. That doesn't give me the right to insult them.

I use a credit card all the time for refunds, never a debit, bank, or ebay account funds. Never had a problem. In fact ebay specifically states, per my previous post, that a credit card can be used for this purpose.

I am dealing with this exact issue right now and it’s the most ridiculous thing ever. I’ve sold hundreds of items and issued refunds before with no issue.. really hoping to figure this out

I'm having the exact same problem. The only option during the refund process is "Add Payment Option" and the only option under that screen is to add a card. I've added the card multiple times but it will not show up as a payment option for the refund. The card is however listed as my preferred method for paying Seller Fees under my "Cards and Accounts" in the Payment Options screen of my ebay. Interestingly on the Seller Hub it still shows the Bank. I've switched back and forth between the card and the bank account multiple times but the issue persists. I've changed browsers from Firefox to Chrome to Edge and the issue persists. The card is good and is set up to "Pay Seller Fees" as is the bank. They both have plenty of funds. Obviously I've already followed all the ebay guides which is why I'm here. I've also switched to an entirely different computer which has never accessed ebay at all. Same issue. It will not give me an option of "How You'll Refund" I've sent refunds in the past with no issues. Side note, the same issue occurs in the Ebay app on my phone.Adding a method does not work
Changing in Seller Costs does not work
If someone has solved this issue PLEASE post here.

The saved payment method will be used for any future charges. If your preferred payment method is unsuccessful, we'll charge the amount you owe to your other on-file payment method, or to your linked payout bank account.

No, this does not work. That's literally the whole point of this thread. the normal things to change how seller fees are charged do not function correctly. It does not allow me to select "Change how you're charged" why do people keep posting the same thing over and over? It doesn't work. I spent about 40 minutes on the phone with Ebay seller support last night and they couldn't figure it out either. They told me to try and have the buyer initiate a cancellation to see if that might work but the buyer hasn't done that yet. I'm hoping we finally get a reply from someone who's had THIS problem and solved it. The ebay support rep seemed to think that it also may be something related to this specific order but could not elaborate. This is not general user error, this is a technical glitch that even Ebay support cannot seem to clearly resolve. I'm just trying to find a workaround so this buyer gets a refund.
