Trying to issue a refund.
I have no "Available funds" in my Ebay account.
I have my credit card on file confirmed as my "Preferred for selling costs" under my account Page.
When I try to issue the refund my card does not show up to click on, it keeps telling me to "add payment method". So I re-add the same card, get a confirmation, but again it does not show up as an option to issue the refund. I try a different card... same thing.

When you issue your buyer a refund, the amount will be paid from the total of your Available, Processing, and On hold funds. If you don’t have enough funds to cover the cost of the refund, the amount will be paid from your linked checking account or an on-file payment method.
ebay should use the default on file normally. You should not have options on payment sources beyond available funds & the required funding source previously registered.

Refunds ONLY come from your Checking Account (if you don't have enough pending $) and NOT a Credit Card on file as (that is ONLY for purchases ie. forced auction/offer prepayments etc.) You cannot 'choose'. They will charge you Checking Account and if there is not enough $$ in there, your bank will treat it as a 'bounced' check as well as ebay will simply try again a few days later.

To change your preferred refund method in case you don’t have enough total funds, follow the steps below:
The saved payment method will be used for any future charges. If your preferred payment method is unsuccessful, we'll charge the amount you owe to your other on-file payment method, or to your linked payout bank account.
You can set the above refund method to a credit card without having to select it each time as it sticks as the preferred refund method and is used even if you have funds in your ebay account. Is this not working for you?

There is no option for "Change how you’re charged" when I follow your directions.
After I select "send refund" it takes me to the same page I've been dealing with for a couple days. I enter the amount to be refunded, click "next",... it takes me to the page the requests the reason for the refund,... click next again... and it takes me to the page where the only options are...

That's odd, something wrong. I would clear your browser cache to make sure you get a fresh page and try again. Otherwise you need to contact ebay, as those instructions are direct from ebay and work for me.

Thanks again. I talked to ebay and they told my card info needs to be updated. It doesn't. Everything is up to date. I then called my bank, who stayed on the phone and held my hand while walking me through all the info as I filled out the form (via the "Add payment options") and pressed submit.. and got the confirmation that my card was added successfully. But it does not show anywhere in order to select it on the refund page, lol. I tried clearing my history and resigning in,. etc. So far the buyer is being patient with me. We'll see how long that lasts....
Thanks yet again. Guess it's back to calling ebay.

As a seller, you have to 'provide a checking account to get payments sent to' (Not a Credit Card, Not a Savings Acct. etc.).
With Refunds, the system works the same way, in reverse.
Refund Funds MUST come out of the same bank account that ebay sends you $$ when you sell.
You CANNOT put 'refunds' on a Credit Card, that is why it is NOT available.
So, re-read my post and get some $$ in that bank account!

You are wrong all around. None of what you said is true. My credit card is the ONLY one I've had on record with ebay. I've sent refunds before and Ebay ALWAYS deducted it from that card. I've NEVER paid for any sellers fees or refunds, etc from my bank account I have payments sent to. When you add a payment method for sellers fees it specifically says to "add a Debit or Credit Card".

@kensgiftshop same reason that the ebay shipping using UPS/Fedex charges $20 and then comes back wanting/demanding/charging $200 more
Same reason that 'feedback is removed for these xyz reasons but then the 'people' or 'bot' that is in charge of removing feedback for that VARY reason- doens't.
Same reason that new seller are told how 'easy it is to sell, just point, shoot and list' and then LATER they cannot get their $$ because of 30 day holds, because of this and that.....
There have been 100's of threads started about peoples bank accounts going in the neg and being charged 'bounce fees' because of these type returns.
Returns for a Seller is NOT for 'return refunds'.

I had a thought—It may be a long shot but just in case, thought i’d post.
By any chance is the credit card you are wanting to use an American Express? eBay no longer accepts it. I had to update my payment methods and backup source recently due to this.
One final thought—everyone here is a volunteer donating their time and expertise, trying to help. Some here are forum long-timers or regulars and their contributions to the community are substantial.
If a suggestion or advice does not get the desired result, it does not mean its value to the community is negated or a waste of time. Every voice adds to the collective knowledge of the group.
Posters who are attempting to act for another’s benefit deserve the utmost courtesy.
Except for a few lost souls, the many efforts i’ve seen here from those wanting to help have been made in good faith.
