Can I use my own shipping service? If so, how?
What if I don't want to use the eBay shipping or what if I ship from another service like buying something from target and then ship it to said person from target using target's shipping. Is this allowed/possible?

The distinction the OP is missing is if they want to sell stuff from Target- they need to buy it from Target and store it and ship it themselves.

Yes, retail arbitrage is fine when it's referring to activities like buying stuff on clearance and then listing it for sale on ebay.
Unfortunately many people have been using the same term to describe the bogus activity of making ebay listings for something that is on sale on another site then purchasing it from that site after it sells on ebay.
However legitimate drop-shipping is allowed on ebay.

What you are talking about with target is called retail dropshipping and isn't allowed. Then again, I don't know of any cases where a seller has gotten in trouble for retail dropshipping. Somebody correct me if I'm completely wrong.
You mean aside from the sellers on this board who have posted to say eBay suspended them for drop shipping?

arbitrage: ”the simultaneous buying and selling of securities, currency, or commodities in different markets or in derivative forms in order to take advantage of differing prices for the same asset.”
Buying something, taking possession of it, and then hoping to sell it for more is not arbitrage.

Acquiring a product and then attempting to sell it for more, regardless of where you bought it, is not arbitrage. Use of the term for those situations demonstrates a total lack of understanding of what the term means and how a true arbitrage situation differs from buying a product for later sale.
What you’re describing is nothing more than acquiring inventory from a specific source.
