Most buyers are not required to provide photographic evidence of damage to a purchased item. If eBay is not requiring photographic proof, and you don't accept the return, you'll lose the case.

Did they just message you or did they open an official 'return case' with ebay? If they latter, you have to respond allowing the return if the return reason is as you stated.
As already stated, buyer does not have to provide you with any 'proof' 'pictures' etc.

The buyer won't have to provide pictures and you don't want to ask eBay to step in. I'm just sayin'...

Drop shipping from China is never a good way to do business, sorry, but that is the truth.
You need to refund the buyer if they open a INAD case, and if you require the item back you need to provide the cost of shipping to the buyer first - this is a difficult thing to do as you are in Sri Lanka can can not provide a return label.
IMO the fact that you offered free shipping on a low value item makes it pointless for you to pay for the return of the item.
My advice - you being so new as a seller I would refund no questions asked to keep your buyer happy - and source items locally for selling and stay well away from dropshipping.

"I regret you are not happy with your purchase. Please return it for a full refund."
If he pays for the return, you will be ahead of the game.
Refund on return.
He can leave feedback.
If he opens a Dispute.
"I regret you are not happy with your purchase. Please return it for a full refund."
This shows willing. You may be instructed to send return shipping.
When the item is returned, refund.
He can leave feedback.
"I regret you are not happy with your purchase. Please return it for a full refund."
If he does not return it, you win the case, you don't have to refund, and he can't leave feedback.
Basically you can have No Returns policy, but you cannot have a No Refunds policy.
Even if you have a No Returns policy, you can demand the return.
Get it back as soon as you can.
Refund.
Relist.
Resell.
Don't get him angry, because even if the item is in good shape now, hammers exist.

Buyers are not required to provide pictures.
Based on the listings you recently had a picture would not show anything.
FYI - Those 2TB usb drives you have been selling, they are garbage, they are fakes, if they work at all they will not give the amount of storage they claim.
Into your life it will creep

If a seller asks eBay to step in and solve a case, two things will happen.
1) The seller will get a defect for a case unresolved by the seller.
2) eBay resolves the case by refunding the buyer.
When that happens eBay normally refunds without requiring them to return the item.

Not to mention stock photo's showing more than is actually listed are INAD's just waiting to happen.

If you keep drop-shipping those trashy, misrepresented, memory sticks from China, you're going to become very familiar with eBay's Money Back Guarantee for buyers. When they work at all, they have nothing like capacity claimed.
Not trying to be harsh. Trying to save you from yourself. Find something else to sell.

If the buyer can buy on eBay, that means they have a laptop/ desktop computer / cell phone with internet / or a computer at work they can use!
It's pretty much a given that every cell phone has a camera these days. If a person really does not have this on their cell phone, they probably have a digital camera that they can upload photos.
If the buyer has an issue, they should be required to back their complaint! Common sense!

How do you photograph the fact that an electronic device is not working? Most of these Chinese knock-off drives don't work, and their failure to work, or to store anything like the 2TB claimed, is nothing that can be photographed.
