Unfortunately we have a world full of these types that use Ebay as a playground. If you want this behavior to stop, block them from further bidding on your item:

You may also consider a fixed buy it now price with immediate payment required checked off. No best offers either.
It's the only way to rid yourself of these pests.

They do not need to have Ebay retract their bids. Anyone can retract a bid at any time on their own. If you bid 8 times than all 8 will be removed.

Bid retractions(with no limit on how many times it can be done) are allowed (even if they lie about the reason)
Some things are a blessing in disguise.
A bid retraction is preferred over a "non-paying" bidder, or an INAD return request.

Thank your lucky stars the buyer (not eBay) retracted their bid.
If they were a reluctant winner, you would be dealing not only with the delay of a day or so while your active bidders are outbid, but four days before you can open a Unpaid Item Dispute and relist.
Meanwhile those active bidders have moved on and purchased elsewhere.
Never refuse to cancel a bid, and be thankful that a buyer retracted.
By the way, when the customer retracts, as you have learned, that information is posted to their Feedback Page.

I found a few buyers who had bid on my stuff in the past and had two accounts...Also friends can bid on friend's accounts to get a good ending bid....where retractions come into play...Bidder retracts their bids in 24 hours or more.
