UK E Bay site is defaulting to USA Dollors even when United Kingdom selected, its driving me nuts ?

Ive been trying to ask ebay to step in and help on a shipment that i didnt recieve.

Unable to send offers to buyers

Unable to send offers to buyers. Seller Hub shows that I have 6 listings eligible to send offers....but when I click on it, nothing loads. I've refreshed several times.
