Unable to open a ticket for an item that hasn't arrived, attempting to do so constantly results in error message "Oops, we had a technical hiccup".

Does the transaction appear in your Purchase History?
Is it possible you made the purchase using a different eBay account? I notice that all but two of the feedback received in this account are from over five years ago.

Me too. Started 7/13. Seems to affect any recent item. I used "Contact Seller", and that is working.

I am seeing more complaints about that "Technical hiccup" message; it is possible that there is a problem with a particular link, or the feature itself.
Are you using a desktop browser?
Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. Using a recent order, I get to a "Your item may still be on its way" message rather than the "Technical hiccup" message I get using a desktop browser.

You may be onto something. I'm using Firefox and Edge on Windows 11. Same behavior on both.

So far a couple of users have reported being able to successfully open a case using the eBay app.

Somebody told me that they used a beauty product they purchased from me and didn't like it and they wanted to return it. I just politely responded that the return process is pretty easy and to go ahead and file a return. Then they told me there was an error when they were trying to start a return and asked me to try to help them. I just told them to contact support to get the technical assistance help they needed. I wonder if it's related.

First off, is this item shown in your My eBay> Purchase History?
If so, go to that and check the last estimated delivery date. Has it passed by more than a day?
If so, in that same location, you need to click on "Did not receive item" in the drop-down menu, then follow the prompts.
If, however, that date has not yet passed, you need to wait.
While waiting, it would be a good idea for you to read eBay's Money Back Guarantee for buyers.
All of the above is presuming that whatever glitch was in effect previously has now been repaired.

I have seen many "Technical hiccup" references on the boards today, and some go back about a month or so.
Apparently using the regular "I didn't receive it" link in the Purchase History or the Help page leads to this:
I was able to get further using the eBay app, and at least a couple of users report being able to successfully start a claim using the app.
