I had a customer contact me who wants to purchase from me, but EIS is not providing an option to the United Kingdom. And they are a previous customer of mine. Who previously purchased product through the same listing. Using EIS.
The business policy used by the listing was modified in the past to define shipping to only the US and Canada. Other countries, those not specified, were supposed to be shipped via EIS, but while most display, none of them now work (it says to contact me). And in the case of United Kingdom it doesn't show at all.
In an attempt to get EIS working, I changed the business policy so that it says I only ship to the US, no international, so EIS would kick in. It may have. I'm not sure. However, the United Kingdom is still completely missing.
And, also, the link that Ebay sometimes shows to the customer to "Contact the seller" for shipping costs does not work either. It goes to an error page. "Oops! Something went wrong. Please try again later."
In any case, this is what my listing currently shows for shipping information:

I know some MP's are pushing to make eBay UK (and any online site) responsible for any dangerous items on their site or face heavy fines.
I've taken the main aim of this being Chinese electrical goods with fake safety marks on them.
But nothing has happened yet so are eBay jumping the gun? Are eBay expecting these regulations are going to happen soon?
Frankly it just sounds like another eBay bug.

@dhbookds I assume it's about the UKCA marking which is specific to Great Britain and the CE marking for the greater EU.

yep, clear as mud..........looks like (and I could very well be wrong)........they are looking for some kind of # from the MFG, but couldn't see anything about previously manufactured items or preowned........ I did check a used barbie doll listing and looks like the UK shipping (EIS) has been deleted from the dropdown, but not shown in the excluded list of countries. Ireland is in the dropdown list.
I thought the EIS people were on top of stuff like this.........but apparently not..........or they knew it was coming and just didn't think it was necessary to let sellers know about it........ discouraging.

It is definitely just an EIS issue as USPS 1st Class International package and USPS Priority show up for the UK? I see sellers with items that have EIS with the exact same category as I am trying to use and it shows EIS shipping to the UK yet I can't get it to come up in my listings. I have no exclusions set and UK is the only country that doesn't appear with EIS, yet this item number from another seller 364505619178 shows EIS shipping to the UK in this category:
Toys & hobbies> Diecast toy vehicles> Cars, Trucks & vans> Contemporary Manufacture
It sis definitely frustrating to say the least.

Yes, I too have many items listed within the exact same categories and some are fine and show both the UK and/or New Zealand, while others are missing either the UK or New Zealand (and in a few cases both). All very random. And I sell vintage collectibles so there shouldn't be any hazardous issues of other things to get these items bounced or restricted.

I'm thinking in reading through this that the UKCA code applies to manufacturers??? Not sure this applies to selling vintage or antique goods???
10-17-2023 06:47 AM
And the more I read about UKCA and CE codes they apply to a manufacturer of goods. They have to put this on the product and any seller thereafter has to disclose this. Could be a huge problem for eBay sellers of new goods, but it would seem that eBay hasn't understood this issue, and that there is no way it could apply to older used, vintage or antique goods so that they shouldn't be blocking whole categories. And nothing explains the random nature of why many of my listings remain fine, while others just randomly exclude the UK and/or New Zealand.

Hello everyone,
I have received the following update from the Shipping Team regarding certain listings that are no longer shipping to the UK:
"There are certain categories that had to be blocked when shipping to the UK as a part of a new law for the UK that items have to have special product safety markings. These are not eIS specific, and it is all shipping methods into the UK."
Thanks elizabeth@ebay - appreciate the update! Can you offer any explanation for why UK is not showing under the excluded section of the shipping section like it normally would in a situation like this?
In addition, why does the same exact listing (like item 145339895203 posted above) not offer UK with eIS, but it does offer UK when seller sets up direct shipping through USPS?
Good morning @wastingtime101, the shipping team provided the following clarification:
"Its not a "exclusion" but rather a visibility and checkout block. Exclusions are specific to what was specified on the sellers listing as an exclusion.
As for the one listing showing available with USPS, the listings are all going through evaluations and should be removed."

Still not clear on what's going on.........US listings are blocked apparently for some kind of item safety reasons? Because of some MFG # that is now required?
I just went on the UK site and they still show preowned UK listings (Barbie doll, which is blocked here) which presumably don't have the new (?) number?
Really could use some further clarification.......this is the 4th q and if toys are blocked, may cause some real upheavals.

Can you provide a pointer to documentation explaining the rules and how to comply with them?
Right now, I have buyers contacting me daily about why I don't ship my products to the UK, and I have no answers. In my case, I am also the manufacturer, and if there's something I need to do, I'm happy to do so, but I have no idea what that is.

eBay actually has some documentation regarding the new UK regulations here:
https://export.ebay.com/en/fees-and-payments/regulations/markings-in-uk/
But it explicitly states that listings will be removed starting in January 2025. From the document:
"The deadline for when businesses need to use the UKCA mark has been extended. You can both continue to use the CE marking and reversed epsilon marking on the GB market until 31 December 2024, or begin using the UKCA marking now. As of January 1, 2025, any non-compliant listings may be removed If you haven’t made the necessary updates."

Auto parts can't go there (UK- special licensing/markings) or most anything to Germany unless you license with the 'sanitation dept' there for 'recycled product wrapping' (paraphrasing).

Still doesn't answer the question on USED items.........

I honestly think it's an overreach by eBay in not understanding that this all pertains to manufactured goods being placed on the market in the UK (and not sure what the problem is with New Zealand not showing up either). So they are just blocking lots of stuff. And again, still no explanation why some of my listings are fine with the UK showing, while others in the same category are not.

Speaking to only the quoted part of your post, Elizabeth from eBay said above that they are still reviewing all listings, so it's possible listings with UK shipping today will be blocked when they get further in the process.
Lots of questions posted about CE/UKCA - hopefully Elizabeth can provide more info on that.
