No notifications on the eBay app

I'm having some issues with the eBay app, it's not been sending notifications on items sold or auctions that are about to end.

Won't allow me to pay

This is the 4th time that I'm not able to pay for the item I've won. I contacted the sellers the first three times and they filed unpaid claims against me. I'm not going thru getting another one cleared, if I can't get this fixed in done with eBay.
