Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

Why when checking out does it say seller won’t ship to my location but when the seller says he will

Pre approved transactions

eBay already takes fees off me when I sell an item, however every month eBay takes money from my account under ‘pre approved transaction’. I’m very confused why this is so because it’s quite a bit of money they take from me.
