Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

How do I delete my eBay account ? I’ve been trying to delete it and I’m tired of being charged for something that I don’t use . It’s stupid .

I already hookup PayPal with ebay. But buyer say he have problems to pay for a item. Buyer told me when he try to pay for a item , he say seller not accepting money for this item right now.I no understand why
