Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

Not Getting Item Ending Notifications on App
I'm no longer getting the 15 minute item ending notifications on the eBay app. I've uninstalled the app and check that all of my notification settings are correct and have not been able to figure out what is the problem.
