I purchased a product that had money back guarantee in the title. I emailed the seller several times confirming money back policy. Service was not delivered and ebay would not honor the stated warranty.
why pay ebay 15% for nothing? craigslist does not pretend to get involved and only charges $3

EBay does not charge buyers anything. Who was charging you 15% and of what?
Guarantees and warranties are usually from the manufacturer and most manufacturers will not guarantee anything that was not sold by an authorized dealer.
Unless the seller was an authorized dealer, the title means nothing.
This is also true at every other online venue and at garage sales, church rummage sales, and liquidators.
EBay is an advertising site.
It does offer a Money Back Guarantee for 30 days from delivery.
Has that period ended? EBay will no longer allow you to open a Dispute in the Resolution Centre at the bottom of this page after 30 days.
How did you pay?
Paypal offers Buyer Protection for 180 days from payment.
The PP Resolution Centre is under Activity -> Resolution Centre at the top of your PP account page.
PP allows a longer period for disputes, but the buyer must return the item at his own expense, with tracking , to be refunded.
If you used your credit card directly, or if you back your PP account with a credit card, you can phone the 1-800 number and ask about a chargeback. Card policies differ.

Managed payments and scammers are everywhere. But, understanding the site and how works goes a long long way to making it better. See the Resolution Center link at the bottom right? Visit them.

ebay listing had money back guarantee for product not covered by guarantee
ebay telling me to chase down credit card company - why? they don't have money back guarantee and charge 15%

Many digital sale items are not covered by ebay and most are not even allowed.
I actually have no idea of what you are talking about; ebay's website, ebay fees, craigslist fees, ebay ratings, google rankings, ebay scamming,

Type "Digital Items" in the search bar and it will return over 1700 items. Clicked on a number of them and each listing carried eBay's Money-Back Guarantee. This is why buyers are confused. Appears that OP got burned by one, claims that eBay doesn't care because they are collect their 15% fee. We all know that there are many more digital items being sold on ebay.
