I tried escalating a case this morning by asking Ebay to "Step in", but I was repeatedly sent to an error page saying, "Oops, we had a technical hiccup. Please try again later". I did just that, and I still had the same message. I tried another browser, but still had the same problem. Now, Ebay closed my case without resolution. When I tried to appeal the closure and explain the issues, submitting my appeal sent me to a blank page with a loading circle graphic that does nothing. No message at all, it just stays stuck. What should I do? My problems keep stacking.

I'm not trying to open a case, I'm trying to explain that my opened case was closed in error. I waited nearly a day for a response from Ebay or the seller and got nothing. When I tried to message ebay for further escalation within the 24 hours given by Ebay, it wouldn't go through and they closed my case not long after. I don't know what I'm supposed to do about that besides wait for things to be fixed, appeal the closure and got back to where we left off.

According to the OP item location was represented as being in the US, so a US address would need to be provided by the seller for a return.

not really, most of these scammers will put a U.S. state as the items location on the listing, but when you check their registered page, it will say China.

Despite the error on the comeback, it seems you actually succeeded to escalate, but eBay did not close the case in your favor because tracking shows delivered.
Now you should go back to the item in purchase history and click Return this item for the reason Doesn't match description or photos.
eBay considers the delivery estimate to be part of the description, and when an item arrives late, it did not meet the expectation set by the description.
