I noted it - means mentaly recognize, right? So, I refreshed it. Tried again. And again. Same message. Will not let me complete payment for no other reason.

It might be a glitch. Give it a little time and try again and hopefully it will work.

Tried on three devices. Time sensitive. Anyone have any better solutions than to just wait and try again later?

I am getting the same message. It's now Febuary 22, 2019. 2:00am. And there is no way to get in contact with anyone on ebay. I have tried in different browsers, Phone & computer. Is the solution to wait and see what happens? Give it time, It will go back to "normal"? If it is, then it's an obsolete one.

The phone app can be problematic. Are you trying on a computer?
That might work.
You can report this on the Tech Issues Board.
You can call Ebay CS and ask them to submit a ticket for you.
Hopefully this problem has resolved itself for you since your post was on Feb 5.

Phone app issues are NOT best handled on the Tech Issues board (or the Tools & Apps board).

same issue here today. i actually bought something else about 15min ago, then kept getting this message on a BIN from a different seller (on my PC). then tried on my phone via the ebay app, same exact message. Also tried with PP account vs direct CC, same message.
(also check with card co, no holds nor any pending charges.)
Nice eBay.

Same here. I bought three different items from three different sellers... ONE item is having a conniption - a 10.00 phone case.
"Please note the new delivery date and complete checkout."
It's maddening.

Hi @k-bar-ksaddles - I took a look into this error and it seems like it could be tied to the handling time of the item. With the phone case you were looking at, did the seller offer same day shipping?
If it originally qualified for same day handling, but while in your cart it went past the cut-off time I could see the cart returning such an error.
If you remove the item from your cart, and re-add it do you get the same error? If you keep me posted I can get it reported. Thanks!
