You cannot unilaterally cancel a paid for transaction on ebay, because the seller has to agree.
From what you wrote about the seller not receiving the payment, the seller is either New or has not sold anything in a while. You would have to check their feedback profile to find that out. If they are new/returning they probably did not know about the 21-30 day hold ebay places on all new/returning sellers first few payments.
Because you bought another item, wait until the last estimated delivery date shown in your Order details has passed. Go to the listing click on More actions and select I didn't receive it, follow through to file the dispute which will show up just above your purchase history.
The seller will have 3 days to prove they shipped or to issue a refund. If they do neither, open the dispute, and click on the Ask ebay to step in button, and a full refund will be issued.
All of this is explained in ebay's Money Back Guarantee policy, which there is a link to on every listing. It is in the right hand column under the payment methods Icon "Shop With Confidence" below that is a Learn more button. click on it.
