You should have been wary because of the price, the seller's lack of feedback (0) Yours is (1) the stated shipping method Media Mail, which does not allow those items to be shipped using that service, and the seller's location. Always trust your gut, because scammers know how to get around ebay's Money Back Guarantee protections.
Trying to prove non delivery when there is tracking that has a delivered scan is hard to do. The only way you might be able to win an Item Not Received (INR) dispute through ebay would be if the DHL tracking shows the label was created or was accepted by DHL before you bought the item.

If that service was named maybe you should try to contact them with the DHL tracking number or if the service provides its own tracking try and get info from them.
By any chance was the service located in Illinois or Kentucky?
If the DHL label was created prior to you buying the item, To file a dispute, go to your purchase history, click on the More actions button, select Return the item, and from the list that appears select "I haven't received it" follow through to file the dispute. The dispute will appear just above your purchase history and the initial dispute will be turned down because of the delivered scan. In the dispute message saying that, there will be an Appeal button, you have 30 days from when the message denying the claim was sent to appeal.
When you appeal you can attach a screen shot or scan of the DHL tracking information, showing the tracking number and the date the label was created or the date it was accepted by DHL. State that in your message so the rep understands what you are trying to prove with the attachment.
At this point leave the seller a negative feedback, but do not state anything about the shipping, they can it it removed because of the delivered scan. You could just write "Do not trust this seller".
