I bought a monitor from a seller back on the 2nd of February, at first the delivery estimate said "Guaranteed by Friday. February 7th" It didn't ship on the weekdays after I ordered it, then the guaranteed delivery estimate changed to Monday the 10th, then to Friday the 14th, and this morning it says Saturday the 15th, and that my payment is still being processed. The seller hasn't been active since November of last year, as that was the last time the item was updated, this was their only item listed. I've been on this site for like 4 years and have never seen the guaranteed delivery estimate change that many times within a week, my only conclusion is that the seller just isn't active anymore. and if I'm not mistaken, aren't you eligible for a refund if the item doesn't reach you by the guaranteed delivery date? If so what am I supposed to do cause the date keeps changing every 2-3 days.

The carrier changes the estimated delivery date, not Ebay and not the seller. Weather is usually the factor,or holidays or week ends.Did you pay by echeck? That can be a factor too, waiting for it to clear. You should be able to see if the seller is still on Ebay. If it doesnt arrive by the 16th, you can file an item not received claim, hopefully it wont change again.

Well, as far as the delivery date is concerned, I want you to be perfectly certain that the listing had a GUARANTEED DELIVERY date and not just eBay's typical "estimated delivery date." Sounds like it did qualify for the Guaranteed Delivery program from what you posted, but I want you to make sure, just so we're all discussing the same program.
When you ordered the item, you should have received a confirmation email from eBay. It should contain that original "guaranteed delivery" date. I haven't purchased an item with a guaranteed delivery date for ages, so I couldn't manage to rustle up an old email to confirm that, but the emails I get about regular purchases always include the ETA.
The Guaranteed Delivery program will grant you a $5 eBay credit OR a return of the item if it does not arrive on time. You could file for that credit (which I did once) as soon as the item is late. You can do that from the item listing on your Purchase History page. As I recall, there's a button or link that is labeled something like "this item is late," but I'm kinda making that up. It was obvious, anyway, what to click and how to proceed.
If the item never arrives (by the latest delivery date), you can file for a refund in eBay's Resolution Center or through the item listing the following day. You'd proceed as instructed. The process is pretty straightforward.
Regarding the "shifting" delivery dates, I really don't have an explanation . . . you could contact customer service to discuss it.

Are you seeing the changing delivery dates in your purchase history or when you go to the listing? If you are looking at the listing that will reflect the delivery if the item was purchased today, not when you purchased it.
Does a tracking number show that the item has actually been mailed? You mentioned that your payment is still being processed so I am wondering if that is why the date is changing....the delivery date is based on the date that the seller receives payment. If an echeck was used, payment may not have been received yet.
