Open a 'return' for a refund for reason of 'not as described' although you will have to send back what you received if the seller is not willing to either give you $50 back or ship the missing item.
Have you contacted the seller?

Again, I did NOT ask for returning the items, I ask for a refund of the money I overpaid. This should be possible...
The seller has the power to issue a refund or to require a return of the item before refunding. So, it is possible, FWIW.

1. On the 2/20 I bought 10pc of an item. This was "Make Offer" and the seller accepted $50 per piece
2. However he messed up somewhere and charged me $628.89 plus taxes (8.25% in Texas) this makes $685.44 I paid, but then he told me that he had only 6pc. And without any refund, he just sent me the 6pc.
3. I received the items on 02/24 Anyway, I do NOT want to return the 6pc since I need them urgently, but I want a refund for the over-payment. I paid $685.44 so I owed a refund of $350.25
4. For some reason, I cannot explain this to ebay or the seller. They simply sent me a return label and the seller "accepted a return".

Once the seller has skipped over the option to offer a partial refund (which if the buyer accepts will close the case)
neither the seller @daniela124 nor even eBay on Facebook can change your return request to a partial refund. eBay can pay you out-of-pocket, but then the seller gets away with almost half of your money.
But PRINT YOUR RETURN LABEL as eBay will close your return request when you file for Not As Described
-- first here with PayPal, and
-- last with your card issuer, however you paid.
As above getting a $5 refund on an $84 payment, you would dispute for your $350 partial refund. Do not contact your seller again or reply, as you've explained it all already.
Simply repeat your post here. PayPal will not question your dollar amounts, but they do require a copy of your attempted communication with eBay. Then just wait for the seller to refund within 10 days. Otherwise PayPal will step in, to issue your refund.

Hi @daniela124
You would have had to negotiate the offer in a different manner in order to have received a break in the shipping cost when you purchased the items.
When you made an offer for 10 of the items … the shipping cost in the listing would have been automatically multiplied by 10, since shipping cost is nonnegotiable in Best Offers.
When you filed a return request … you could have let the seller know you were willing to accept a partial refund of 40% of your total payment, since you received only 6 items.
The seller could have agreed to that partial refund OR provided a prepaid shipping label to return the 6 items for a full refund.
You might be able to get the partial refund from your credit card company … but you cannot get a reduction in shipping cost, because you were charged the correct amount per eBay policy.
[In the future, when faced with a similar situation … contact the seller and let them know you would like to purchase 10 of their items and ask them what the shipping cost would be for all 10. The seller would have to create a new listing for this purchase. That is the only way to reduce the shipping cost and stay within eBay policy.]
