I bought a book and a week later my payment was refunded without explanation. Several messages to seller go unanswered and they continue to advertise book with multiple copies available. I need Ebay to intervene. I can't find the same book available anywhere else.

PS: And you're sure that this seller ships to Canada?

If the listing did not have an international shipping option in it, then the seller would not be able to ship to your country for the same cost of a domestic delivery. Once an item is paid for the seller cannot change the shipping method or cost, if that is the case. You can try contacting them and ask if the will set up a listing for you with an international shipping service and cost, then buy from it.

That was not the case. It had an amount listed for International Shipping. In those other situations, it's always been the case, as long as I can remember, that the attempt to buy is flagged by Ebay algorithms and the transaction does not go through. As i stated in my OP, the seller is unresponsive to my inquiries.
I need a contact method to speak to someone at Ebay.

TI Tiva Arm, 354367487741 and yes I'm sure it had international shipping on it. As I said, in a case where someone attempts to buy an item where international shipping is not available, they never even get to the point of paying for it as it is flagged with a message such as "Sorry, this seller does not ship to your location". I've seen it hundreds of times.

That is not an "uncommon problem" that you need to talk to Customer Service about. eBay will not "intervene" to get you your book, it's intervention is to make sure you get your money back if the seller won't send you the book.
The seller already got a "defect" when s/he cancelled the transaction (unless s/he lied to eBay to blame you, in which case we'd need details especially what eBay said the reason was in the cancellation notice). That is the primary tool eBay uses to weed out bad sellers, downgrading the selling status of those who get too many relative to their sales volume (as opposed to having to pay employees to actually investigate to see how likely it was that the seller had a legitimate reason to cancel vs. deliberate policy violations).
You may leave appropriate (calm, factual--if the seller said that x was the reason say "seller said x. . ." so people don't think you are just jumping to conclusions) feedback to warn future buyers/bidders. If the usual links have vanished, go to anyone's Feedback Profile (doesn't matter who, click on the feedback score in parentheses behind the username) then scroll down to below the last comment on that page to find a "Leave feedback" link that doesn't vanish (it brings you to a list of items you can leave feedback for).
Theoretically you could sue the seller for breach of the contract of sale (for the difference between the auction price and what you ended up having to pay for a replacement), but that is almost never practical.

eBay will not intervene. The seller probably took at look at all the transaction problems you have had over the years and cancelled the sale. You are more than likely on their buyer blocked list. Time to move on.

Since you were refunded, that is all eBay can do. Unless it's an antique rare book, you will if you keep searching find another. Since that seller has many copies, it's not rare.

One of the few advantages of Auctions is that sellers can read the Feedback of bidders and cancel bids without explanation.
Fixed Price sellers can only cancel sales for a few reasons or get a Defect for doing so.

It would seem you're not vetting your sellers very well. The negative feedbacks you've left are probably well deserved, as these sellers are all plagued with a serious amount of negative FBs. You would do well to check FB BEFORE you buy. This bookseller has over 1800 negs in the last year. That's pretty much circling the bowl after a flush as sellers go.

It does have a shipping rate to Canada and there are more than 10 copies available. Does seem like something strange is going on. Do you think $8.99 is enough to send book to Canada? If it is not maybe it is possible that is why they canceled the sale?
When I send an 8-ounce package to Canada it is about $14. That book is probably over 8 ounces.
