I had a seller wait a long time to ship an item so there was an INR case
opened.The item finally arrived but was horribly not as described.They
posted pictures of a brand new item (not stock photos) but the item I
received was dirty, rusty and scratc...
I recently ordered an item and seller advertised as Priority Mail for $3
and yes I know they can't ship by Priority for $3 so should I point out
to them that they shipped by a different method or just let it go?

You never give a refund before you get your item back so you did this to
yourself.Once a refund is made the buyer is no longer required to ship
the item back.
