I think it still needs to be reported to eBay, 34 states have laws against price gouging and toilet paper, hand sanitizer, soap, etc are considered a necessity during these times, so it is illegal to be selling those items at insane prices in those 34 states.

I went to order toilet paper and gets about all of the toilet paper is so high that you can't afford it and I have not been able to figure out how to report it7

eBay is actively ending listings that are related to COVID-19 Price Gouging.
If you wish to help eBay police the 1.3 Billion active listings, eBay employees have given guidance on how to report these listings (new guidance as of March 16)
All listings have a "Report Item" link.
On a desktop/laptop this link can be found directly above the description on the right
On mobile, the button is "Report this Item", scroll down past "About the seller"
Use the following Menu options:
Prohibited And Restricted Items
Illegal Items and items encouraging illegal activity
Other Illegal activity concerns

I complained to ebay about the listings for toilet paper last week. $1.50 for one 4x4 square??? Only gets worse from there. ebay is the guilty party here as they are taking in huge profits of their own by continuing to allow the price gouging on their website. She said that they’re “working on it.” It’s been a week now and nothing has been done. New listings, many from new sellers who have caught on to this scam, continue to pop up every day and sales continue to be made every minute of every day.

here is my new approach to reporting. I do search of say "toilet paper" and then on the left columns, you can search by zip code and miles. So do a search of 100 miles or 25 miles. Then below that you will see "sold listings". Select that so you can see who had sold local to you causing more trouble finding what you need in stores. What will open your eyes is as you see this list, you will see same sellers and in some cases they have sold 100's of cases of toilet paper and other items price gouging in the last week. I found one local to me over 200 large packages of toilet paper in the last week. Before this they were not selling anything hygiene related in the past.
When you do this search you will see all the gougers that already got a sale. Report those listings as price gouging and Ebay will retro cancel the sale. The best case is the seller has shipped the item, then gets notice they have their listing canceled and money refunded to the buyer. By doing a 100 mile or 25 mile search you are at least ensuring in your area you are starting to curb the abuse and in turn helping with hoarding and panic buying.

For any of you "supply and demand" idiots, you should know that this kind of behavior (price gouging during a national emergency) is illegal. Second of all, IT KIND OF IS OUR **bleep** PROBLEM. The fact that some lemming buys a $100 pack of TP means that price gouging works, so there is no reason to not sell it, so we get more shortages.
If you don't think this is a problem, then maybe you just like being these hoader's **bleep**, because this impacts everyone.
