Complete circle logic. Absolutely not true. If Ebay was a responsible member of society, the listing of those type 'Necessity' items in times of crisis would be prohibited, and there would be no outlet to move the 100 bottles that the 'Price Gouger' scored at Walmart, denying 100 individuals the ability to possibly keep from getting the virus, and further transmitting it.
Agreed, there are hoarders that may buy a few extra bottles, but if each time the hoarder went to buy the item, it was always in stock, the propensity to hoard would diminish. But as long as the morally bankrupt price gougers continue to wipe out inventory as soon as it is placed out on shelves because they can turn their $1.59 into $30, the cycle will continue. Ebay is the problem here, they need to shut down the conduit that allows the behavior.

Reports to respective State Attorneys do get results! Keep sending them, and also find gougers listings, and then report that gougers listing to the respective State's Attorney General office. This gouging will stop very quickly.

Thank you for sharing this is positive news to curb this pirate bay, I expect with others filing reports with their states attorney general offices against ebay this will be quite a hefty penalty imposed on ebay and those sellers who will also be surrendering up what they thought they were making off a declared emergency.
here is an email to ebay's ethics line, they do claim this.... surely failing miserably at their core values

The free market is not about opportunistically misrepresenting the value of things. Get into a controversy like this and suddenly every eBay seller thinks they’re an expert economist. Panic changes the natural balance of free enterprise and puts consumers in a vulnerable and uninformed position. Combine that with a bit of panic and all of this defensive shopping. And the higher prices of necessities go up, the more people will get amnesia about what the actual value of the product is. Cost of producing it, becomes obscured. Through the consumer/seller relationship we willingly/forcibly inflate our prices. It’s an unhealthy relationship where the consumer out of a perceived need enables the seller. If you think the free market is free from causing itself major problems then you just WANT to believe that. The basic tenets of supply and demand from high school economics class is not the guidebook for an international pandemic.

Price gougers DISRUPT THE SUPPLY! A basic commodity such as alcohol is cheaply made, and abundantly available, as was evidenced by the price of under $1.00 2 weeks ago. Now enters the broken compass, morally bankrupt gouger. As fast as a Walmart, Target etc., stocks the item to the shelf, this scum buys 50-100 items from the supply at a clip, evaporating the supply that could have served 100 individual buyers. Although readily available, this illegal activity disrupts the store that the inventory was depleted from, and they are out, until the new stock arrives. There is no shortage of Isopropyl Alcohol, the problem is gougers shifting the supply from the local stores to Ebay. At that instance when an individual is desperate She/he will pay the ransom price on Ebay. And that my friend is price gouging. Watch the video.... these $10,000 fines and jail time are coming to a state near you, quicker than you can gouge a wallet!

For entertainment purposes... I recorded all 7000+ sold isopropyl alcohol sold items... here is a snippet . The prices in the center are what Alcohol was going for, and if you look on left, there is a bowel of society with a listing for $159 for something that was $4... SAD...

That is an interesting question. I'm sure some smart lawyer will figure a way to make charges stick. Possibly intent... and knowledge to disrupt supply chain. No one would buy something for $1 with the 'Intent' of listing the item on Ebay to lose money. Now that prices are north of $20 per bottle, it's a no brainer to wipe out the Walmart inventory, at $1.00 a bottle then list on ebay with the knowledge they will get $20... 'Intent'. That is why Ebay just needs to bar listing those type items until this crisis is behind us. Ebay is implicit in this gouging also, in that they continue to allow the listings because the items are flying off the shelves, and they are raking in the fees. Hopefully the Arkansas Attorney General sees this, and sanctions Ebay with a couple Million Dollar fine. Ebay has been aware of this for numerous days now; thousands of complaints, yet they have removed no listings. Shameful to say the least.
