why should buyer pay shipping cost to return defective item

In the past I've bought shipping labels on ebay without there being for a given sold item. I member it being called "multi-item shipping" but... Does this facility still exist?

Seller not responding, only told usps they were going to ship and item.

seller doesnt respond to me and "The item has been shipped" when all that was done was usps was informed they were going to get an item.
