Why is my BUYER limited by eBay to purchasing just one item from me every 10 days?

A buyer in Peru wants to buy three camera filters from me, but eBay told him he has to purchase one item every ten days per buyer.

International buyer has not received item. Shipped 3 weeks ago. Still in the US.
