Ebay International Shipping - opting out for only ONE listing

I am currently using the EIS in all my listings. There is one listing that I don't want to use this. I tried to exclude countries, but they still appear in my listing. What am I doing wrong?

NSN no such number

I shipped an item and utilized an eBay generated shipping label. It was returned to me recently and the package was marked as NSN (no such number). I messaged the buyer and he said eBay altered his address. Regardless, what do I do now?
