Trying to revise a listing

I cannot revise my buy it now listing. It won’t let me since they change the format. It’s like it’s frozen or something. I want to lower my buy it now price. Any suggestions as what’s going on now ? I’ve never had this problem before.

Numerous times I've had buyers bid on items multiple times to ensure that they win and then they request a cancel of the sale. Getting ridiculous! If I don't grant the cancel what happens? Does Ebay penalize these people?
