Person bid and won my auction , but no pay or response still after 4 days of sending invoice Can negative feedback be left

You cannot leave Negative or Neutral Feedback for Buyers. eBay took that away from Sellers in 2008. If you sell long enough Unpaid items will happen so it's just part of doing business.
On day 5 Cancel using the reason Buyer hasn't paid, they will get one Unpaid item strike on their account. If they get 2 in 12 months they will not be able to buy or bid on much on eBay. It takes 12 months for the UPI strike to roll off an account.
Now, I will let you know that the Buyer will NOT be able to leave Feedback for you when you cancel and you can relist for free. The only downside to an unpaid item is that it will remain on your Leave feedback page for 90 days. This is a big deficiency in eBay's programming on Unpaid items. Even though the transaction is complete when you cancel eBay still carries it for some strange reason on the Feedback flow. I has been several years since I brought this to their attention and as of this writing they still have not corrected this issue. Make sure you don't accidentally leave Positive FB for that Buyer, they do NOT deserve it.
PS: devon@ebay , kyle@ebay Unpaid items are still ending up on the Leave Feedback list for 90 days. As mentioned in my post above this has never been fixed and the risk of course is that a Buyer might get FB that they certainly don't deserve.
