What does “item does not ship to you mean” in the shipping details of an offer I received from a seller? I see this when reviewing the offer. When I simply view the item I see a specific fee for shipping.

Seller says he will ship to my State, but EBay message says "Seller won't ship this item to NC"

I tried updating my address and contacting the seller. He says he will ship First Class to NC. It seems to be a glitch, but EBay won't allow the transaction to work.
