Relist cancelled items

Is there a way to restore and relist items that were cancelled? I see them in my sold items but this seems to be inaccurate. Any help would be greatly appreciated!

Who is responsible for filing claim if item is damaged during shipping?

I sold an item and it was damaged by shipper. Who is responsible for filing claim, the buyer or seller? Per Ebay there should be option under shipping label for "More Options" to "Create Claim" but I don't see the "Create Claim" option.

Can I have my payouts deposited into my Paypal account rather than my bank account?

I know eBay used to just deposit my payouts into PayPal but I don't see an option for that anymore
