Received wrong item.

I received the item today, 8/25/2023.It was supposed be 2" diameter PVC hose. But it was 1" diameter PVC hose.I want to have correct item to be shipped. Of course, I can return wrong item back.How can I do from here. Could you help me for next step.

Buyer can’t pay

The buyer said EBay app will not let them pay as its saying “I can’t ship to his address”. Buyer address is Florida. I don’t recall setting up shipping restrictions. Does anyone know how to resolve this?
