Promoted listings allowance

Is the promoted listing program still going to only apply to MULTI quantity listings? If so, is there something else tho of us who don't have them can "spend" the allowance on?

getting rid of quarterly ebay supplies vouchers for stores other than anchor?

we have the 2nd tier store and recieve a $50 voucher quarterly for ebay shipping supplies. are they doing away with that? i only can find reference to anchor stores. they "gave" it to us when they increased the fee for stores last year, it helped off...
