It sounds like buyer created a shipping label, maybe thought he shipped package, but never did (like it's under the seat of his car or something).

This happened to me when I tried to print a label to ship a watch to New Zealand. Apparently you can't ship jewelry or watches from US to NZ at this time. Check for restrictions on what can be shipped to Israel at this time on USPS.com.
